MEETING OF

ON THE RECOGNITION OF QUALIFICATIONS CONCERNING HIGHER EDUCATION IN THE EUROPEAN REGION

The Intergovernmental Committee of the
Convention on the Recognition of Qualifications Concerning Higher Education in the
European Region (known also as the Lisbon Convention) held its Second meeting in Riga on
June 6, 2001.
The following main issues were discussed and documents adopted:
The Convention Committee took note of the overview of ratifications and signatures of the Lisbon Recognition Convention as
provided by the Secretariat and observer delegations and encouraged those countries that
had not yet become party to the Convention to consider measures to bring the ratification
process to a successful conclusion as soon as possible.
With reference to the request of 2 March by the Minister of
Foreign Affairs of the Federal Republic of Yugoslavia and under the provisions of Article
XI.3 of the Lisbon Recognition Convention, the Lisbon Recognition Convention Committee
invited the Federal Republic of Yugoslavia to accede to the said Convention.
- The UNESCO-CEPES/Council of Europe Code of Good Practice for
the Provision of Transnational Education
The Lisbon Recognition Convention Committee adopted the
UNESCO/CEPES-Council of Europe Code of Good Practice for the Provision of Transnational
Education .
- Recommendation on Criteria and Procedures for the Assessment of
Foreign Qualifications
The Lisbon Recognition Convention Committee adopted the
Recommendation on Criteria and Procedures for the Assessment of Foreign Qualifications
The package of adopted documents includes:
- Implementation of the Lisbon Recognition Convention at national and international
level priorities for future action
On the background of the Secretariat document, the document "Recognition issues in the Bologna process" and
the discussion in the meeting, the Convention Committee asked its Bureau and the
Secretariats to consider ways of improving the implementation of the Lisbon Recognition
Convention at both a national and international level, taking into account the
developments within the Bologna Process, and in close consultation with the ENIC and NARIC
Networks, as well as higher education institutions and student representatives as members
of the higher education community.
The Convention Committee elected its Bureau as follows:
President: Mr Andrejs RAUHVARGERS (Latvia)
First Vice President: Mr Christoph DEMAND (Austria)
Second Vice President: Mr Rolf LOFSTAD (Norway)
Rapporteur: Ms Liliana Daniela GIRBEA (Romania)
and noted that the Bureau would serve until the
end of the next ordinary session of the Committee.
